Different workouts and even programs use this pattern, a shorter rest between sets and a longer rest between exercises, that's what I meant.
@broli the workout states 20 seconds rest between sets. Each exercise has 4 sets. So you rest 20 seconds before you do it again. Once you have completed all the sets of one exercise then as @HellYeah said you may go to the next one and you can wait for 30 seconds, 60 seconds or 2 minutes. The EC is at 1 minute because in testing we found no one took shorter rest time. I hope this helps clarify it.
